FBI / CIA should pay for it.

Director, Homeland Security should declare the situation at the border an imminent threat to our nation. Executive branch should re-program $5B from the FBI then fund any shortfall from CIA/IC black-ops budgets.
Tell USACE they have one-year to obligate the entire amount with 2 year's carry-over. 2 years from now, we will deal with unexpended funds (if any).

Well the military better start building that wall in a hurry if he wants to keep a large chunk of his supporters in 2020. I fear no wall=no 2nd term.
