Unless he’s demonizing the 46 million people that voted against him. This is the very definition of divisive.
It’s smart though, for him personally. He knows it’s a two-horse race, and splitting the country 50/50 will tilt the odds in his favor much more than trying to be a responsible representative of all Americans.

Its the first phone call the two had. Dems are trying to push the narrative that nothing was said on the last transcript because everything was talked about on this transcript.

That one-off comment, made at a private event, wasn’t the cornerstone of her campaign. Even though the comment was spot-on, she apologized.
Not a day goes by that Trump doesn’t excoriate dems for something. Hell, even when it’s not dems at all (Mueller’s team, Comey, Taylor), he’s still complaining about being victimized by the left. Divisive is his primary strategy, “us vs them” is working really well for him.
