Probably because the people involved in the sba who set up the programs and gave out the loans......are relatives of the ones who got the loans.
They are investigating 30 billion of them right now, with many to follow, hence the verbage in the bill.

IRS extended audits are bad, needs to be fixed and can be, but that is what the congress is supposed to do. Fix the shite that is broke.
