My sense is that we have somewhat reached the limits of air power without a ground force to coordinate with. That ground force can be a number of things, hopefully including select members of the uprising.

That's what Britain and the EU do best; host conferences, release statements, pass regulations, stage photo ops, infringe on freedoms. Their only contribution to a military alliance is to provide bases and ports for somebody with a real military to project power. If they refuse to do that, there's no reason for an alliance.
