While Iran’s navy has reportedly been heavily degraded, the threat to the Strait of Hormuz remains.
Iran continues to field asymmetric systems including unmanned underwater vehicles, drone swarms, anti-ship missiles, fast attack boats, and unmanned surface vessels capable of operating in the narrow waterway.
These systems are designed to threaten shipping even without a large conventional fleet.

Has there ever been a military campaign almost entirely predicated on decapitation of leadership before?
It wasn't really possible due to technology pre WW2 outside of a one off assassination of a king, which usually just resulted in their son taking over.
Vietnam? No
Afganistan? No
Iraq? Kind of, they rolled up Saddam and his sons but there was also a crushing military campaign to eliminate threats and take ground
