After all of the initial targets were bombed, the IRGC scurried to hide in schools, hospitals and other places less likely to be targeted.
The solution to that is to have coordinators on the ground who can spot targets and call them out, designate them or pinpoint their GPS location. Then the bombs can find them in their hiding holes.
Iranian protestors and others know who their tormentors are and where they are. They would make ideal ground controllers with a bit of help.
