I read they moved their most high value targets into their most secure caves. We can only bomb the entrances to those, not destroy the caves themselves. I read somewhere that Iran literally used the US designs for our Cheyenne Mountain nuclear command center in building at least one of their cave fortresses. Designed to be impenetrable even against nukes.

So bomb the entrances. Then when they send out crews to repair bomb them.
