Let me explain the issue in real life.
Trump through the OMB considered holding back Ukrainian aid.
Career State employees to Ukraine started to get concerned. They complained and the Senate heard their grievances.
The Senate threatened to pass a resolution to force aid to Ukraine. The resolution became unnecessary because Trump released the aid the following day.
Everyone was relieved. It would have ended here but Trump did something to further stick it to these State employees.
He spent the money on Javelins. He paid Raytheon for them.
This enraged the State employees and motivated them to come out against Trump.
Why?
Because they believe it is their money to spend. Not Trump's. In other words they had no money to back fill their empty slush funds.
And here we are.
Now Schiff is leveraging pissed off State employees to pursue his interest.
