When you are ON the field, you have a limited view of the action and milliseconds to process that information and make your move.
When you hesitate, that's usually when someone lands on the back of your legs and you get your arse carted off the field....I know

We are expecting cops to make quick decisions without the benefit of instant replay and now asking them to do trick shots while under threat of bodily harm?

The guy wasn’t moving very well when the officer shot him.
I could have beat the shite out of that guy and taken his bat with relative ease in the shape he was in.
I’m not advocating for police to do that, as it exposes them to some danger. But how about we put in a little bit more time and effort in before we waste the skinny dude with the bat who can barely stand up straight.

Sucks being a cop right now. You're damned if you do. Damned if you don't. I'd guess had the officer actually shot the leg, he'd have been reprimanded and disciplined for ignoring his firearms training.
I’m totally “Back the Blue,” and understand that shooting to maim instead of to kill is mostly not possible or practical, but in this instance, it could have been done.
I’m no world champion marksman, but I guarantee I could put a bullet in someone’s leg or hip from that distance.
