I'm not sure whether or not this was done in the procedurally/technically correct manner but the president does have the authority to impose or remove sanctions

Just FYI, what Obama was trying to do wasn't illegal and has precedence.
It just wasn't good optics and he and the banks knew it, thus why he didn't want to say anything about it and why the banks wouldn't touch it.
It just shows that even Obama knew that the Iran Deal wasn't popular.
