Counties can use their own currencies internally but their are two rules you have to follow to avoid being on the U.S.'s naughty list:
1. When you trade with other countries the dollar has to come into play in some form or fashion. Fore example Bolivar to Dollar to Chinese Yuan via SWIFT = good boy. Bolivar to Chinese Yuan via CIPS = bad boy.
2. Backing your currency with precious metals will get you on the naughty boy list too.
