We'll never know the full impact because the city won't release real data that would reveal anything too damaging.

It’s well known that a lot of people join NYPD just to get the training then leave. It’s no accident every major southern city that supports its police recruits directly from NYPD.
Nobody who works for or has left NYPD has good things to say about that department.
