I guarantee that H.R. 660 or whatever dispensed of this rule. All witnesses are subject to approval of Schiff....Thus the minority rule may apply, but witnesses are still subject to approval by Schiff.

no, the trouble for the Biden's will come from a senate committee. Graham has been alluding to it, either that or indirectly asking for the investigation.
