Severance would be part of the Fedral RIF process or VSIP. In vsip If you take it generally you are forced to pay the money back (they only can offer up to 25K) if you come back to the fed force
What they are offering is not severance.
It's deferred resignation. They would be placed on administrative leave in until their date of separation (Sept 30).
