The State Dept doesn't say they found no evidence...they say
Just because DHS and prosecutors didn't give over their investigative findings to the State Dept, doesn't mean that they don't have any evidence.
This shite story made the rounds a while back and there were quite a few illiterate 'Bunks' that were blowing each other over it. I see you didn't get enough cock the first time around.

All she did was co-author a letter to the editor in her student newspaper. The letter itself addressed the policy of her school.

Well, the time to present the evidence you have would have been at the hearing that would have kept her from being released entirely and allowed to return to school and her every day life.
They had nothing, and this is a bit of a black eye.
