It makes no sense, and is the first huge misstep Polis has had. The brewery lobby is huge here, and I semi-expect him to bow to the pressure and announce breweries will be treated the same as restaurants.

They lobbied hard here in NC after phase 2 didn’t include them.
The loophole the brewers guild used was that breweries main operation is the production of beer for sale across multiple retail platforms and their primary business is NOT selling alcoholic beverages on site.
Kinda BS logic to not yet allow bars to open, but it worked.

Article written on May 14th, and on the 16th Polis had the state change the way it counted COVID deaths reducing those attributed directly to it by 25% at the time. They now track those who had it when they died and those who died from it separately.
