Nevada is "requesting" that everyone wear a mask in public, even those fully vaccinated

The state is mandating that employees of businesses wear masks, and requesting that all residents, even those fully vaccinated, wear one in public.
I was at the local Walmart this morning and all of the employees, and maybe 60% of the customers were wearing masks.
What am I missing? Why should fully vaccinated people (like us) wear masks in public?

Lots of vaccinated folks in my area contracting covid. So I don’t know if I buy the 88% effective rate against the delta variant line on Pfizer/moderna. Did hear that in terms of local folks actually testing positive note seem to have had the Pfizer. Of course maybe more people had Pfizer. I know it was more readily available around here or so it seems.

Either it has been disclosed that the vaccinated are carriers and more dangerous than non-vaxed, or they are more susceptible to covid variants

Because when the mask mandate was originally lifted, most people quit wearing masks. Businesses have had signs up about how only vaccinated people could enter without a mask, but they weren't doing anything to enforce that.
So, I suspect they are trying to bring back the herd mentality where if they have a blanket mask mandate again then no one will "cheat" and go maskless even if they have not been vaccinated.
