Mexico would have become part of the United States in the aftermath of the Mexican-American War had northern senators not objected to all of that land and population being added to the South's slave bloc. Instead we compromised, allowing Mexico to keep her sovereignty in exchange for giving up California and the entirety of the American southwest. Manifest Destiny was achieved and Mexico itself was not needed.

1) Close the border as much as possible
2) Restrict travel for Americans to Mexico, even tourist zones
3) Cut off the spigot as much as possible between the two nations until forces within the Mexican government that are anti-Cartel take control and decide to do something about it

So they don’t want to secure the border with Mexico but they will invade the country to stop the cartels. It seems like deep state will find r war with any country they can’t control.

To attack the cartels we would have to label them as terrorists.
If we label them as terrorists, then all the civilians in those areas can come to America and cannot be refused entry because they are fleeing terrorism.
