Ah, that's right. I forgot about this. Kentucky did away with that.
I think if he is pronounced dead before August 3rd they would have to hold a separate special election before the November election. And since McConnell's seat is up for election this cycle, that would mean that whoever took over his term would face another election just a few weeks after taking office.
They may be trying to drag out the announcement just to avoid this.

Nah, if he were to pass away today, by law, the Governor must hold a special election. The fastest that they could hold one would be September 19th, because they have to give 63 days notice to sheriffs and other required notices.
So whoever won that election, provided they got it done in the minimum of 63 days, would only hold office from Mid September until they had to have another election in November.
If they announce it after August 3rd there would be no special election. They would just leave it vacant until January.

The Governor says the reason he was demanding proof of life was because he has heard from two separate agencies that McConnell has passed away. So not today, but probably just before he started demanding proof of life. So recently.
