Republicans have a VERY difficult time in leadership positions. The lobbyists that own them want them to spend spend spend. The constituents that vote for them want them to cut cut cut.
It easy for Democrats in leadership positions. They love spending because the lobbyists love spending and their voters either want spending too, don't care or have no idea what the frick is going on.
That's why Republican enjoy being in minority leadership positions. As a minority leader you can participate in the Democrat grift with plausible deniability. See Mitch McConnell in the senate for example.
