He probably found out the governor makes under 200k a year and figured he can make more than that in Lincoln ads and deal with less stress. And a few more movies for millions more.
Also, he has to help the Longhorns move into the SEC. It would be a little harder if he was running for governor. He may piss off some potential supporters if they support A&M.

I think its appropriate to wear a shirt if you are Gov, probably turned him off. You ever notice, within 15 minutes of any of his flicks he has to have a scene without a shirt? Im thinkin he probably did that flick where he hunted for treasure in the islands for free once he saw all the shirtless scenes in the script.
