I’ve thought about this. Maybe Hamas told the citizens “If we catch you moving south as Israel has asked then we will kill you”. Citizens may be between a rock and a hard place.

This is what I said the other night: “As far as morality in war goes, as long as you are making every reasonable effort to avoid civilian causalities when/if possible, I feel like you're in the clear”
