Mexican military have captured notorious drug lord Rafael Caro Quintero, convicted for the murder and torture of a U.S. DEA agent Kiki Camarena in 1985.

This is going to be tricky for the Mexicans. He's already served 28 years in a Mexican prison for Camarena's murder and I think Mexico's past Attorney General balked at extraditing him for that crime, since he'd already been tried for it in Mexico and done 28 years. He could still be extradited for drug trafficking and other crimes, but I think Quintero's lawyers would argue that the basis for extradition on other offenses is pretextual.
