What exactly is this Stay Home order? Who determines or decides if you are out? What are the penalties? I am considered "essential" for some reason since I also deal with Mental Health and the school I work for ordered me in over Spring Break. I am in Arkansas so just asking.

So basically all government employees to stay home and get paid. While the rest of the workers stay home and not get paid. Maybe by April 9 if congress passes the damn bill? Now i understand.

It's difficult to see a silver lining around Louisiana's numbers. I think it's clear that community transmission was occurring during Mardi Gras in New Orleans in late February.

This list of exclusions to the order is very long and basically gives employers the power to decide weather an employee is essential or not.
