It goes back to Congress—who can then override the veto. The bill passed both chambers with veto proof majorities. So Congress would have overridden the hypothetical veto and the legislation would have become law anyway.

At one point Trump said he’d veto every bill until the SAVE act was passed.

Now, he said he didn’t sign this bill as a s protest against the SAVE act not getting passed. Letting the bill become law… that’ll show ‘em!

The law has many things in it that Trump has been advocating for - reduces zoning and environmental regulations on new construction and reduces the ability for businesses to buy single family homes.
