Well, I have no clue about their screen name, so I don't think it's doxing anyone. However, look into an outfit called "Republican Voters Against Trump" (twitter: @RVAT2020) and the person who runs it (twitter: @Timodc). That org is closely associated with the Lincoln Project.

What is necessarily wrong with that? Wouldn't spend toward creation of ads be operating expenditures?
