To appear unbiased. It was a calculated risk most would have felt comfortable making since she was favored so heavily leading up to the election. Even given the email scandal most thought she would walk away with it. Comey covered his arse to be safe and it may have proved fatal. Who knows.

And I think the NYPD was threatening to go public with Wiener computer if something was not done.
But the fact doesnt hinge on Comey doing the presser. If they had done an actual fair job, she would have been prosecuted months before that presser.
