And using these other methods, they have recovered 24,000 e-mails. The only ones they cannot find are any that were solely between Lois Lerner and outside organizations.

Correct. That means no CC's or BCC's within the IRS organization. Pretty sure the way they populated that 24,000 was going into other people's emails at the IRS (not sure, just a guess).
The white house has said there are only 3 e-mails with them and Lerner.

I can believe there are only 3 e-mails between them using Lerner's IRS address.
From Lerner, though? Not so much.
The former head of the EPA had to resign in part because she was using a non-governmental e-mail to communicate with the administration in order to circumvent archiving rules and the Freedom Of Information Act.
I find it very easy to believe that Lerner opened a Hotmail account in the name of Sandy Hook or some other bogus name for the purposes of communicating with people about this investigation on the down-low.

First time I've heard this theory. Interesting, but completely baseless.

Considering that Lisa Jackson had to resign from the EPA over this and that the White House knew about it, it's not a stretch to say that this was Standard Operating Procedure to try and limit the number of records out there and evade the FOIA.
