Lot of the dictators use subordinates who are way beneath them to go after political enemies. So the dictators themselves can have a flimsy form of deniability. "Oh noez, my political enemy has been arrested? That's a shame, they must have done something illegal."

Because even trump was aware that is was one thing to talk about it, but it was something entirely different to actually use gov agencies to target political enemies. It's why after he was inaugurated, he didn't try to follow through on his talk.
