You could see it that way. I think that's incorrect for a number of reasons, but it is a legitimate thought process at least.
We knew Russia was no threat to us before this war. This war has only solidified that position (even in the first couple of weeks, before we really "deteriorated" anything)
I would rather put billions into our own country than play some zero sum game with a country we could annihilate with a swiftness, or worse case that would just set off global geothermal annihilation anyway where everyone would be fricked regardless.
And no one come with some stupid "the money is already in the defense budget" bullshite. We need to balance the budget and a.huge part of that is reducing the defense budget.

IT IS NOT AMERICA ONLY.
We simply have to reduce our expenditures. An easy way to do that is to stop funding countries that aren't that important to us.
Though I will say in terms of funding the conflicts involving each country currently, it's pretty clear we should fund Ukraine over Israel even though Israel is exponentially more important than Ukraine ever will be to US interests.
