Well, they did get “hit hard,” and there’s a large difference between “he said he would help them” and what you’ve attached there, which is referring to punitive action for their transgressions against the referenced protesters.

I read, or maybe heard on a podcast a week or two ago, that right now, the largest of the vessels that transport oil through the Strait are charging half a million bucks a day. It wasn't previously that high.
So I'm thinking a combination of market speculation, higher transport costs with the still large risks, are keeping oil prices elevated.
Hence, your gasoline costs are still elevated some.
