Exactly. In a sane world, if you were giving out free gifts, you think it would be to the people doing the right thing, to incentivize their behavior.
"Anyone who has maintained employment, paid taxes, and not been arrested for 20 years in a row - gets a free boat as a reward for being a model citizen."
Makes a lot more sense than:
"Anyone who's been completely unemployed for 20 years, homeless, doing drugs in the streets, in-and-out of jail with a mile long criminal record - you get free housing, a new set of free teeth, and free needles to continue your substance abuse."
