Just a word of caution, wifi sniffers might be illegal in polling areas.

I know Mike Lindell has been promoting the use of wifi sniffers on election day to check if polling machines are connected to the internet when they are not supposed to be connected to the internet.
The problem with this promotion is wifi sniffers might be illegal in your jurisdiction without the property owner's consent.
So even if you covertly bring a wifi sniffer into the polling booth with you and detect an internet connection between the polling machine and the internet, about the only thing you can do with that information is anonymously release it to internet social circles. I guess this can edify some local election officials but since the information was obtained illegally there is not much that can be done through the judicial system.
I don't know how to legally catch polling machines connected to the internet.

Aren't all cellphones and anything that looks for a wifi.... a wifi sniffer?

You are right. I just checked the app store there are several apps for that.
Apparently everyone with a phone can check.

Cell phones can look for Wi-Fi. Can the sniffer determine what devices are communicating over that network?

I'm not an IT guy but I would assume that you would have to match the polling machine device name to confirm connectivity or the capability of connectivity. Like on your phone under wifi setting you can see all the devices within the network. I'm sure the sniffer apps in the iPhone store offer more capability and extract more info.

I am sure most of the signals can be picked up from outside the polling area. It would have to be a really weak device not to be picked up.

A phone will not find a wifi signal that has its SSID disabled. If it is disabled you have to know the system name to connect. My home system is setup like that and has mac address filtering.
Security through obscurity, (SSID disabled).

Incorrect, sniffers and packet captures work without issue, with or without an SSID.
