There is no qualifier; it simply says that the right to keep and bear arms shall not be infringed.
In McDonald v. Chicago the 7 Circuit ruled in favor of Chicago, City gun laws were constitutional. The SCOTUS overruled the 7th Circuit and by incorporating the 2nd into the 14th and ruled city gun laws were unconstitutional. So if you want to look at if from the POV of the founders, the BoR is in place to limit the FEDERAL government and city gun laws would have been constitutional prior to the 14th.

I'm with you.
I just want to make this general point. The same reasoning that judges are using to smack down local and state gun laws, which please conservatives, are the same reasonings that judges are using to smack down state gay marriage laws.
Which of course moves us to less of a federalist/(r)epbublican country to a more democratic country. Or in other words to a less diverse country with distinct states and cultures within each state to more of a mob rule one size fits all country.
Oh well.
