For goodness' sake, we've gotten to a point where we went from they shouldn't even be here to, they can possess a firearm.

The wording in the Constitution related to voting specifically uses "citizen", so no.

The distinctions between citizen, legal resident and illegal alien all exist and are not eroding.

That's why even when Leftists argue for legislation, they discuss a path to citizenship or a process to create a scheme for legal residence.

The 2nd amendment is a recognition of the basic human right to self defense that is antecedent to citizenship status.
