That’s absurd.
This is probably a slam dunk to get overturned on appeal.
The judge is trying to do something, but he’s up against liberal policies that are turning the left coast to a cess pool. He can’t stop it.

I not sure that this judge didn't make the right decision, though unintentionally. If Los Angeles and the county promote and support homelessness, and the homeless come, seems they have some obligation to take care of these people. Of course, their mistake was promoting and supporting homelessness in the first place.
