I am unaware of anything besides the dossier. And I don't even know what is in that.

First off, are you honestly asserting Mueller "can’t question anyone?"
Are you honestly asserting that he hasn't questioned a litany of individuals?
Second, in terms of "knowing a crime has or has not been committed," there is something called EVIDENCE.
In absence of evidence, there is something called presumption of innocence.
I know evidence and proof are unpopular precepts among Prog book-burners.
Nonetheless they are foundational to our country.
