Gaza should be depopulated left as a wilderness area. Arab states can take them in.

The Israelis see the Palestinians as cattle, at best.
Israel has a problem because they can’t kill all the Palestinians, that’s not possible these days, they also don’t want to make them Israelis, Israel is a Jewish ethno state, and lastly because the Israelis don’t want to give up land and permit a successful Palestinian state to emerge. A successful state is even more threatening than the status quo.
The status quo, with these spams of violence, is the Israeli plan. It’s their best worst option. Keep the Palestinians in their open air prisons, and deal with the violence when it occurs.
If you look at the Israeli strategy in Syria, where the Israelis fomented chaos, and supported radical jihadist in their war against the Syria government, you can understand how the Israelis think. They can accept and deal with chaos, poverty, and scattered violence. And it’s preferable, in the case of Syria, to a unified and potentially dangerous secular state.
One thing Westerners typically don’t understand about the region is that these are zero sum cultures, you either win, or lose, they can’t conceive of win win scenarios. It’s true of the Palestinians, but it’s also true of the Israelis. Even after all this time. That alone likely makes any kind of peace impossible.

They have a conscript army.
Their reservists do not receive adequate training. And they are not motivated. In 06, more than half did not respond to call ups IIRC.
They do not have anything like our system of career NCOs, and so junior officers are forced to fill that void, except these officers have little experience, and limited training, and are only slightly older than the men they lead. There isn’t an old man (NCO) to offer advice and maturity.
Collectively, because of this, leadership, discipline, and basic skills are poor.
The IAF is capable and professional though.
