Things like how many debates, how long they are, topics covered, time to answer questions... are all agreed upon.
Simply having debates isn't usually negotiated. Without an incumbent running, debating is a given. Trump doesn't seem to feel that way right now.

I think he's saying that maybe the debate committee should have put in a courtesy call to set up a good time, especially with the current party leader as of now. Let's not read too much into it
