Presumably the latter and additionally with better contingencies in place to mitigate the severity of these events.

And here in lies one of the problems that I haven't really heard discussed. If schools have a standard protocol in such an event, that protocol will almost certainly be known to the shooter since it's usually a student or someone who recently graduated. That would obviously give them some sort of tactical edge in such a scenario.

I think some states do have gun negligence laws
