And what do these two have in common? Both are divisions of “Homeland Security.” FEMA wasn’t nearly as ineffective before they got rolled up into DHS. Now they live in a quasi-military, quasi-law enforcement, “security” environment which is not what FEMA wasn’t nearly ever supposed to be. FEMA is supposed to help local communities and states plan for, prepare, and respond to disaster, especially those of natural origin. They should more aligned with infrastructure and social services agencies that law enforcement.

Outside of collecting taxes and coalescing power they have zero core competencies.
So the answer is yes. The average Walmart manager would be incomparably more efficient running the security at MCO than the worthless bureaucrats currently in charge.
Give each airport requirements for what screens need to be in place and run annual audits supplemented with random FBI checks backed by massive fines for issues and get out of the way.
