I think Soleimani as a symbol of resistance is more important than Soleimani as a general, hence why I wouldn't be surprised with them hitting something symbolic.
Though Soleimani was the architect of their asymmetric philosophy, a bunch of sources I read purportedly close to regime sources insist that they have an officer class that can replace Soleimani. If that is the case, the best option would be to continue the asymmetric warfare doctrine, wouldn't it?

This is what should have happened after Benghazi. You attack US Ambassadors and all hell will follow. This should have been done after an ambassador was mutilated and desecrated but instead the media pushed the bullshite video narrative. Now they are defending Iran while US citizens are under siege.
