The problem is deductions vs credits.
You can't make money off of a deduction - only pay less.
A credit treats as if you paid that amount in taxes, so it basically tricks the system into thinking "Hey, you paid an extra $2000 because you made too little money".
OTOH, because of the weird way deductions work, I'm not surprised that's what they did. What they should have done is rework the tax code to make more sense, not keep building onto a broken system.

This is all further distorted by lower income earners earning so much in cash wages that never go reported.
I feel for the guy making an honest living as a manager at whataburger making $30k a year. Has to report every dime of that while some guy doing shitty painting work doesn't report a dime he makes and likely makes more than the manager.

Income taxes should apply only above a certain basic survival threshold. They should focus on disposable income, exempting money spent on basic needs.

And why is 40% or so of the eligible population NOT paying income tax OK with you?
To be fair, I'd prefer to get rid of income tax the way it is set up now and move to a fairer and more simplistic tax code.

your original comment was about "who should pay more"
out of control spending is only "out of control" due to welfare programs. the entire point of this thread is talking about the inequality of who pays into the public coffers and who receives the spoils of that system. without these leviathan welfare programs, this unequal tax system would become irrelevant

because the top 20% paid 83.9% of all federal income tax, and still live a more comfortable life than the bottom 40% will ever dream of sniffing

we could 100% fund the government with a national sales tax and abolishing the income tax. this would disproportionately affect those at the bottom, however there are definitely ways this can be offset.

i posted the proposed 2016 budget. 60% of federal spending is on 2 welfare programs. the entire military budget is only like 13%

Upper middle class white kids are usually the largest sheltered group there is and have no real understanding how things work in the real world.
Welfare of any kind is a disincentive to do anything but collect more welfare.
