By now, there's no way that this rash of insane abortion laws being passed by the various states can be a random coincidence. Planned Parenthood is behind this, and it's obvious that this is one of the top items on their agenda.
Are they doing all this NOW because they're afraid that one more conservative justice might be enough to overturn Roe V. Wade? Wouldn't a Supreme Court ruling supersede a legislative enactment from a state?
Perhaps they want to force a challenge NOW, so that a Supreme Court which still includes Ruth Bader Ginsburg could rule on it?

Abortion is not an issue the remotely cracks my top 10 when choosing a candidate to vote for. However, I would not vote for anyone who backed these bills.

I wouldn't worry too much about this dude. I'm as pro choice as anyone and even I'm not a fan of a lot of this. I have no idea what "Eliminate all restrictions on where abortions are performed" and "allows non-physicians to perform surgical and medical abortions" is supposed to mean, on where the line is for that, for example, but "Legalize abortions up until the moment of birth" as a blanket rule is too far by a mile. If I thought a 2 month old fetus was actually a person I wouldn't be pro choice, I have no desire to hurt anyone much less a child, but that's no longer a grey area at the moment of birth. There's no argument I can think of that says otherwise.

Overturning Roe would have no effect on this or the Vermont bill.
Roe and Casey only set the maximum limit of governmental regulation. State are free to grant wider abortion abilities.

And I love how they title this bill "The Reproductive Health Act." In very few circumstances is abortion a real healthcare issue. It's a voluntary procedure, so it's not a women's health or reproductive health issue anymore than hair plugs are a men's health issue, or face lifts are a women's health issue.
