Exactly and I have always said the illegal immigrants who come here to have a baby and then go back for their welfare check, if we are going to pay them, should only pay them according to their country's living standards.

That wouldn't do any good but there should be laws/regulations in place that strictly vet who gets benefits at the taxpayers expense.
ETA; absolutely no reparations... codified.
