It is a shitty bill. No doubt. Part of the blame can be put on Trump, I fully admit. But congress is mostly to blame and by extension the stupid fricking American people.

Unfortunately, that would only work on land already owned by the federal government, which is national park land which ICE said they don't need a wall due to remote areas where people rarely try to cross due to eminent death from starvation and dehydration.
There areas we need The Wall most quickly is on private land, and the president can't claim eminent domain through executive power, he must have congress sign off on it too. Supreme Court decided this a long time ago.

it specifically prevents him from building the wall even if he gets the money for it somewhere else.
it requires only using the wall designs in use during obamas term, plus no extra money for more border agents and it specifically prevents inter agency cooperation to stop illegals from crossing the border
they effectively made it where money no longer matters because this bill prevents taking any action to increase border security or enforcement but it does let them have a few gadgets like drones and listening devices while at the same time not allowing any ability at reduction in illegals crossing
im sure he will reject it and force a shutdown and tell them he will not sign anything that reduces border security no matter how they dress it up. this bill, if signed, ends any chance at fixing the problem
