Alberta can fully secede from Canada if the majority in the province want it. Yes, it might be a different story for the US as far as annexation, but the only issue would be voting for the democrats. Otherwise Alberta is a net producer to the economy. As long as we dont have any psycho politician cut down O&G Alberta would be a great addition and theres legitimate support.

The ones who would welcome Puerto Rico with open arms will have a problem with Alberta.

Quebec’s reasoning for independence and succession is due to the inequality faced by the québécois (French Canadians) that make them feel alienated from the rest of Canada. Alberta succeeding from Canada would cripple that country. Canada and their parliament will do all necessary to keep Alberta happy. As far as them joining the us, that wouldn’t happen. Canadians have a “we aren’t America” complex. That is a threat that has been pushed throughout Canada for years.
Plus the political ties and leaning of the province wouldn’t be a smooth transfusion into us politics. Canada, in general, is a much more progressive country than the us, and even though Alberta is well known as the most conservative province, by American standards, they are still quite left, radically more left than any state in the us.

We would probably have to let either DC or Puerto Rico become a state to balance out the Senate.
But if Alberta were to leave, Saskatchewan and Manitoba might want to come along. (British Columbia is too much like California, no thanks.)

As stated in the OP Albertans receive less than they give per capita. They are net producers in the end.

Albertans could use the extra money they get to keep (in the billions btw) to form their own healthcare system or buy into the private healthcare system.
