Well destroying a government is one method of ‘less government’. I understand that the intent differs, but intent isn’t reality. I suppose you could wipe out electricity and a community could come together and help one another out, all kumbaya and shite, but something tells me that it wouldn’t go that way.

They have striking the roads, trains, and all of the various air transports in Tehran. The major CC centers in Tehran are all smashed.
If no more troops can get into Tehran and the leaders can't flee, then the population at least now has a chance to attempt to overthrow the government.
Let's not forget that, in the end, the Persian people still have to fight the IRGC and the Basij, so anything that limits the troops' ability to move only helps the populace fight an entrenched regime.

Don’t threaten me with a good time. You implied that libertarians desire a state of lawless anarchy caused by infrastructure failures. That is a gross misrepresentation of even the most extreme fringe of libertarians (an-caps).
Even an-caps believe in a strong civil court system for enforcing contracts and tort as well as a state apparatus to enforce those judgments and protect private property rights. Libertarians are more small government than no-government. Anarchists are the people you facetiously describe.
As for a serious projection:
Trump will destroy a bunch of stuff (less than he promises). It will be expensive. The people of Iran will bear the cost, but they won’t overthrow the entrenched IRGC. Trump seeing that his escalation was not successful will pivot to either escalating further to a full scale ground war or negotiate for a face-saving ceasefire that fails to accomplish any of the Administration’s war goals in the long term and serves only to prolong the conflict.
