It has been going on for decades, started up shortly after the internet became popular with websites doxxing undercover agents. W had it outlawed as a felony to reveal cop personal information federally but if I remember right, after a couple of years SCOTUS ruled it unconstitutional. It’s now evolved into phone apps. (pretty sure the case even involved stolen data and specific gangs, freedom of speech)
A quick search reveals individual states have laws governing publication of personal data of police but no mention of a federal law. Probably damned near impossible to catch individuals using an app except as an add on crime after an arrest leading to a phone search.
