I would guess that it is something more to do with some sort of highly specific cell location data mining if they are in fact doing something together.

Early voting patterns are already public record, all you need to do is track people heading to the polls on election day.

Anything more specific would be illegal.

Flase. I was reprimanded at a previous job based on an internal email between me and a coworker bashing our boss. Those emails were 100% discovered by reading employee's emails. Do you have time to read every email? No. Do you have the capability of running key word searches on emails and filtering certain ones? Yes.

Agreed, something similar to what True the Vote was trying to do in the last election. Given how fast tech has moved Id bet its much more advanced.

Checking cell phone activity of the same phone visiting various voter drop boxes many times and then the central location they keep returning to in order to collect more ballots for delivery.

Long long before the Patriot Act the US had some of the largest listening posts in the world collecting data, or rather the Brits collected it, gave it to the Canadians who then gave it to our government.

Since the brits were the ones "listening" and the canadians "gave" it to us, it was not illegal to obtain the information on US citizens. The PA just stopped all that nonsense and allowed the govt to collect here at home.
